APPLICANT REQUESTS THAT:

The Fitness Assessment (FA), dated 24 Apr 13 be declared void 
and removed from the Air Force Fitness Management System 
(AFFMS).

APPLICANT CONTENDS THAT:

Her Abdominal Circumference (AC) was inaccurate due to human 
error and improper procedures.

In support of her appeal the applicant submits a personal 
memorandum and three witness statements from other female 
individuals who were participating in the contested FA.  In 
their statements they indicate that the AC component was not 
administered correctly by the female FAC member.   In more 
detail, the tape came loose and no adjustment was made to ensure 
a correct measurement.  Furthermore, several attempts were made 
by the applicant to get re-measured by a different FAC member, 
but since the original administrator was the only female FAC 
member on staff she could not get an additional measurement.

STATEMENT OF FACTS:

The applicant is currently serving in the Regular Air Force in 
the grade of staff sergeant (E-5).

On 24 Apr 13, the applicant participated in the contested FA and 
attained a composite score of 64.40 unsatisfactory due to 
failure to achieve minimum requirements on the AC.

In accordance with AFI 36-2905, Fitness Program, to determine 
overall fitness the Air Force uses an overall composite fitness 
score and minimum scores per three component areas:  Aerobic 
Fitness (1.5 mile run), Body Composition (abdominal 
circumference measurement), and Muscular Fitness (number of 
push-ups and sit-ups completed within one minute each).  
Military members receive a composite score on a 0 to 100 scale 
based on the following maximum component scores: 60 points for 
aerobic, 20 points for body composition, 10 points for push-ups 
and 10 points for sit-ups.  To determine individual composite 
fitness scores the Air Force uses age and gender specific 
fitness score charts.  An unsatisfactory is a composite score 
less than 75 and/or one or more component minimums are not met.

AIR FORCE EVALUATION:

AFPC/DPSIM recommends denial of the applicant’s request to 
remove FA dated 24 Apr 13 due to lack of supporting evidence. 
Specifically, no documentations from FAC or Commander to 
corroborate or authorize test invalidation.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

In response to the Air Force evaluation, the applicant 
submitted; a memorandum from the FAC validating that she in fact 
asked for a re-tape by another FAC member, but due to staffing 
issues another female taper was not available; and a personal 
letter to the board indicating that her commander was not 
present during the testing to corroborate or to authorize test 
invalidation.

THE BOARD CONCLUDES THAT:

1.	The applicant has exhausted all remedies provided by existing 
law or regulations.

2.	The application was timely filed.

3. Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  After 
thoroughly reviewing the evidence of record and noting the 
applicant’s contentions, we believe she has met her burden of 
establishing the contested FA should be declared void.  The FAAB 
disapproved the request, stating that there was no witness 
statement to support an injustice and AFPC/DPSIM recommends 
denial of the request due to a lack of supporting evidence; 
however, we disagree.  Although the applicant has not provided 
documentation from her commander, she has provided an official 
statement from the FAC stating she could not receive a re-tape 
by another FAC member due to staffing issues.  Furthermore, she 
has submitted 3 witness statements from the other female 
participants, all company grade officers, who support her claim 
and indicate that the FAC test administrator did not properly 
conduct the AC component of the FA.  Given the letter from the 
FAC, the witness statements, and the fact that according to her 
AFFMS report this is her only FA failure, we find a totality of 
the evidence supports favorable consideration of this request. 
Therefore, we recommend the applicant’s records be corrected as 
indicated below.

THE BOARD DETERMINES THAT:

The pertinent military records of the Department of the Air 
Force relating to the APPLICANT be corrected to show that the 
Fitness Assessment, dated 24 Apr 13 be declared void and removed 
from the Air Force Fitness Management System (AFFMS).
